Mrs. OHearn is the founder of MAYLAN IMSA Development and the MAYLAN Group. She serves as the CEO and Managing Director of MAYLAN IMSA Development company, which provides a full range of project turnkey services globally to corporate and governmental clients who need capital funding and project services to fund and develop their businesses or projects. The MAYLAN Group focuses on projects in Asia and Africa that build infrastructures, public facilities and services, and mining. Mrs. O'Hearn holds a Bachelor's Degree of Science from the University of British Columbia, Canada with hands on training and experience in project finance, development, and management for real estate projects and hotel marketing and management.
In 1995 Mrs. OHearn cofounded Sierra West Consulting with her partner, Mr. Daniel P. OHearn, to provide financial, economic and management consulting services to the World Bank and the Asian Development Bank and other clients in the public and private sectors. She served as Senior Director of Sierra West to provide team consulting services to the banks and private clients to perform business plan assessment, project design and preparation, financial evaluation, loan appraisal, and corporate finance activities such as privatization assessment and capital restructuring, to fund projects for national utility companies in Lao, Thailand, Viet Nam, Philippines, China, India, Pakistan, Nepal, Samoa, Guyana, Papa New Guinea, and Canada.
In addition to the public utility sector, Sierra West also provided project management and capital market activities to the private sector to fund energy, environmental and commercial real estate projects in Asia Pacific.

Mrs. OHearn brings excellent leadership skills with team building approach to the MAYLAN Group, with the abilities to quickly raise capital for projects via debt financing, equity financing, or from her extensive global network of private and institutional investors, government funds, venture capital funds, and investment banks; and to effectively organize for a qualified project team and EPC (Engineering, Construction, and Procurement) Contractor to undertake large scale international projects.

Mr Jallow is an Engineer and Managing Partner and co-founder of MAYLAN IMSA Development. He is also the Managing Partner and CEO for Integrated Management Services & Agents (IMSA) in the Gambia. He holds a Bachelor of Science from Florida A&M University with a major in Arch/Construction Engineering Technology (Buildings) and a Minor in Civil Engineering Transportation (Roads, Bridges and Highways) (1993), a Postgraduate Diploma/Certification in Airport Engineering and Planning from Singapore Aviation Academy (1996), and a Postgraduate Diploma in Airport Management from the University of York in 2002.
Mr. Jallow has over 30 years of experience in Engineering and Construction with a result oriented approach and excellent team building and leadership skills. He has worked and lived in four continents including North America, Europe, Africa and Asia.
Mr Jallow’s work experience ranges from a local rural development NGO to major international engineering firms, and also from starting his own construction and consulting companies providing services to the United Nations. He is multi-lingual and can work in English and French, specialist in airports and buildings and experienced in roads and other civil works structures, and proficient with most engineering codes and FIDIC standard. Mr Jallow served as Minister of Presidential Affairs and Secretary General and Head of the Civil Service of The Gambia and also Mediator General during the Political Crises of the Gambia in 2017.

Mr. Jallow served as Project Manager for multi international projects in airport improvement, extensions and buildings in the Gambia, Afghanistan, Mali, Sub Saharan Africa, and Mauritania. To date, he has participated in the development of large PPP (Public and Private Participation) infrastructure and social housing projects in the Gambia, Gabon, Angola, Mali, and Sierra Leone.

Mr. Kamalitha Nabuluge is a management accountant and International Director of MAYLAN IMSA Development. He holds a Master Degree in Business and Administration (MBA), specialized in Financial Management from the University of Wales, UK, and is an Associate Member of the UK Chartered Institute of Management Accountants (CIMA).
Mr. Nabuluge has more than 18 years of work experience as a management accountant, capital funds raiser, finance manager, and business administration and development manager for large UK and international firms in various industries including retail & wholesale, building construction, Fast-Moving Consumer Goods (FMCG) and hospitality. Mr. Nabuluge is a professionally and academically accomplished financial professional with a flexible and solution-oriented approach for the purpose of continually improving company financial systems.
Mr. Nabuluge excels in analyzing business requirements and designing comprehensive solutions for new business development, including the provision of an integrated computer system for the operation of the new business. He is instrumental in the planning and setting up the necessary legal framework, banking structure, and tax planning for our new businesses and projects. He oversees the bookkeeping, accounting, and audit of our corporations and ensures that the MAYLAN Group of companies meet their legal and taxation obligations. In addition, he also monitors the key performance indicators of the companies from management accounting to be able to forecast and response effectively to the current market conditions and handle unexpected events on a timely basis.

Mr. Nabuluge's extensive work experience in the UK and international commodities wholesale also brings valuable contribution to the MAYLAN Group's global commodities supply business.

Dr. Sherif Ali Mohammed, Director

Dr. Ali Mohammed is a finance manager, commodities trader, medical Doctor, and International Director of MAYLAN IMSA Development and the MAYLAN Group. He holds a Master Degree of Business and Administration (MBA), specialized in banking and finance from the American University in Cairo (AUC), Egypt. In addition, he also holds an M.B.B.Ch (Bachelor of Medicine, Bachelor of Surgery) and an M.Sc. in Tropical Medicine from Ain-Shams University, Cairo, Egypt, with training and work experience in Clinical Gastroenterology, Hepatology, Living Donor Liver Transplantation (LDLT) in Al-Sahel Teaching Hospital and Dar Al-Fouad Hospital, Cairo, Egypt and a Post Graduate degree in Diet and therapeutic Nutrition.

Dr. Ali Mohammed has worked tirelessly for more than 15 years in the Middle East and Africa as a medical Doctor, capital funds raiser, and chief financial officer representing large scale international firms and several banks promoting business globally and raising funds for government projects. He speaks 12 different Arabic dialogs, loves humanitarian work and is well equipped to manage governmental and humanitarian projects.
Dr. Ali Mohammed has been involved in frequent international trade delegations representing multinational companies and government trade missions, and has acted as senior consultant and advisor in the negotiations of financial, trading, and Import & Export transactions for various trading houses across Europe and Asia.

Dr. Ali Mohammed brings to the MAYLAN Group valuable international business development and general management skills in intensive capital sectors and large scale infrastructure projects. His academic background and hands-on practice in the medical field provides excellent support for the planning and development of our hospital and healthcare projects.

Mr. Obarah David Ovie is a Geophysicist and a Senior Associate at MAYLAN IMSA Development. He is also an Associate Managing Partner of IMSA (Integrated Management Services & Agents). Mr. Ovie holds a BSc Degree in Applied Geophysics from Ambrose Alli University, Ekpoma, Edo State, Nigeria.
Mr. Ovie served as a Foreign Direct Investment (FDI) Senior Adviser for High End National Government Infrastructure Projects' with finance/offtake on EPC (Engineering, Procurement, and Construction) + F (Finance), FBOT (Finance, Build, Operate and Transfer), FBOOT (Finance, Build, Own, Operate, and Transfer) and Equity Finance, with footprints on ECOWAS (15 Economic Community of West African States) Countries, ranging from Energy (Generation, Transmission and Distribution, IPP, Hydro, Solar, Mini and Macro grids, T & D power lines) to Physical Infrastructures such as bridges, tolled roads, railways, airports, seaports, sport stadia, social housing, diagnostics hospitals, luxury Hotel Resort and Real Estate developments. acquisition/ partnership of oil blocks, bauxite, iron ore gold and diamond mines from governments or certified license holders and establishment of investment banks.

Mr. Ovie brings to the MAYLAN IMSA Development Team more than 15 years of work experience as senior financial advisor for ECOWAS State projects and high net worth investors globally. He is well connected to most of the ECOWAS State Governments through his network of contacts and associates and experienced in PPP project initiation, negotiations, mediation, and management.

Mrs. Abie Macauley is an Associate of IMSA and MAYLAN IMSA Development with expertise in Administration and Management Services in human resources, including strategic planning, team building and coordination of people and resources. She has education and training in Associate Business Management, Intensive Management Training at Northern Virginia Community College, and Leadership training in Management and Human Resources at Fairfax County Government, Virginia.

Mrs. Macauley provides administration and management of human resources for MAYLAN IMSA projects in Sierra Leone and beyond in West Africa.

She worked as career service/ employment specialist for one of the largest and wealthiest County Government Agency (Fairfax County) in Virginia, U.S.A, and as Human Resource Manager for United Kingdom and American-based energy company in Sierra Leone.
Mrs. Macauley has extensive knowledge and experience in setting up office and staffing for new business or projects. She has abilities to provide effective human resource solutions to MAYLAN IMSA projects due to her extensive global network of resources and long-term background of management consultancy for corporations in the US, UK, and Freetown, Sierra Leone.

Mr. Adonis Macauley is an Associate of IMSA and MAYLAN IMSA Development providing expertise in Business Administration and Management and Real Estate Sales and Development in Sierra Leone and beyond in Africa.

Mr. Macauley studied Business Administration & Management at George Mason University and Real Estate Appraisal at Moseley Real Estate College in Virginia, USA. He’s currently resides in Sierra Leone, West Africa.

Mr. Macauley has over 20 years of work experience as Quality Assurance Analyst in the manufacturing of security apparatus for used in the production of the US Currency, U.S Passport, Stamps and Foreign Currencies for many countries around the world.

Mr. Macauley provides valuable support to the MAYLAN IMSA projects particularly in real estate development and sales and marketing for housing projects in Sierra Leone, due to his knowledge and hands-on experience managing his own real estate company in Freetown, Sierra Leone.
